margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 1988年，一場演講讓Cycon的注意力，投向世界各地的貧窮咖啡農。在Cycon眼中，這些咖啡農不僅處於全球資本主義剝削體制的最末端，同時也多半是經濟、文化、政治，特別是種族弱勢，正符合他向來關注的原住民議題。於是，Cycon就這麼和咖啡結下不解之緣。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 起先，Cycon嘗試直接到產地，以較好的價格直接向小農購買生豆，免除中間商“大量低價採購”所製造的剝削行爲。後來Cycon發現，這種行爲充其量只是“施捨”(Cherity)，無法期待任何實質的社會改變。那麼，在資本主義一切追求獲利的前提下，除卻“慈善”的“公平”咖啡“貿易”究竟要如何實現呢？</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> “所以我們要改變這套制度，改變所謂『經濟』這套不完美的科學，唯有推動社會改變，建立一套更平等的系統，貧窮國家的咖啡農纔有可能獲得，他們本來就應該擁有的收入。”</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> Cycon以自己多年從事律師工作的經驗指出，雖然在法治規則中，仍有實現社會正義的可能性，但那意謂着，行動者只能在體制內掙扎，若法律本身與其它社會典範有所衝突，身爲律師就很難推動改變了。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 同樣的邏輯，放在自由經濟貿易中，也是相同。資本主義的獲利基本方程式，就是“買低賣高”，以及“市場決定價格”。然而，Cycon發現，富有國家無論消費多少咖啡，第三世界國家的咖啡農仍然無比貧窮，這意謂絕大多數的獲利，全被壟斷在“消費者”與“生產者”之間的“中間商”手中，這是分配出了問題，而非市場的錯。此外，Cycon也強調，咖啡價格與其說取決於產品優劣，倒不如說，股市、期貨纔是咖啡價格真正的決定因素。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 於是，Cycon開始推行公平貿易咖啡，試圖將生產、消費成本都變得比較“合理”，而非目前中間商獲取暴利，而咖啡小農一貧如洗的困境。換句話說，公平貿易不是消費者運動，更不是慈善捐助；它是一套試圖讓分配變得較爲合理的制度。咖啡農獲得合理的獲利，消費者付出合理價格享用咖啡美味，而中間商僅收取合理的利潤。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 許多第三世界國家的咖啡小農，甚至連處理生豆、烘焙的能力都沒有（這種狀況在雲南很普遍），所以他們所生產的咖啡必須先賣給有能力處理、烘焙生豆的商人，通常是烘焙商。烘焙商向許多小農收購咖啡後，接着會賣給出口商，一家出口商通常也會和衆多烘焙商合作。接下來就跟一般國際貿易一樣，出口商賣給進口商、進口商再批次銷給大中小盤批發商，消費者則處在整個產業的最下游，通常也只能喝到“很貴卻不高貴”的咖啡。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 好，那麼大規模生產又有何問題呢？有，首先是許多大規模農場會對小農產生排擠效應，很窮的小農會轉職變成很窮的農工，其次是許多大農場會砍伐原始森林，減少動植物多樣性，大面積耕種咖啡對於生態也很不好。這方面最經典的例子，就是星巴克咖啡（Starbucks）宣稱他們與“環境友善”、“永續發展”有正面貢獻的Gemadro Estate合作的案例。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 簡單講，一杯咖啡極大的利潤都被中間商賺走了，所以就算消費者用再怎麼尊爵不凡的價格購買咖啡，咖啡小農還是窮到脫褲子。咖啡貿易生態，大概和近年逐漸受到重視的“血汗手機”相當類似，iPhone還是又貴又潮，工人樓還是照跳，真正賺到大錢的，甚至也不是代工的富士康。</p> </section> </section> </section> <section class="Powered-by-XIUMI V5" powered-by="xiumi.us" style="position: static; box-sizing: border-box;"> <section style="position: static; box-sizing: border-box;"> <section style="box-sizing: border-box;"> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> Dean Cycon實際上在做的事情，就是儘量減少中間商因抽取過高利潤，造成的分配正義問題。簡單來說，如果小農因爲缺乏處理生豆技術，那麼Cycon就會設法張羅設備，或輔導小農成立互助合作社。一旦有了合作社，小農首先就能免除母國小盤商、烘焙商的第一層剝削，再來就有辦法提供足以滿足貨櫃基本要求的數量，進而免除出口商、進口商的剝削。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 如此一來，在富裕國家有志推動公平貿易的咖啡店家、代理商，就有辦法在負擔越洋運輸成本的前提下，直接向產地的咖啡合作社購買咖啡。在這種情況下，即便代理商提供小農較好的價格（嚴格說起來，不是比較高，而是比較“合理”），最終消費者買到的咖啡也不會比較貴。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> Cycon說，他自己在美國成立的咖啡代理商Dean’s Bean所販售的咖啡，有時候甚至比連鎖咖啡店的價格更低。當然，低價的原因，除了免卻層層中間商的成本之外，公平貿易推動者以“公平”，而不是以“獲利”爲目標的宗旨，更是重要。此外，Cycon也以韓國爲例，說明韓國因咖啡關稅過高，導致代理商即便自行吸收貨櫃運費，直接從產地小農收購咖啡，最終價格還是比較便宜的例證。</p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> </p> <p style="text-indent: 2em; margin: 0px; padding: 0px; box-sizing: border-box;"> 此外，直接向小農，而非大型農場收購咖啡，除了能將獲利直接回饋給小農、合作社，而非財團外，也有重要的環保生態意義。Cycon說，許多小農可能是本身就窮到沒錢買化學肥料，所以“勉強有機”，但與他合作的更多原住民小農，則是本身就非常具備生態意識，在進行有機栽種的同時，也會努力不讓咖啡破壞生態多樣性。</p> <p style="text-indent: 2em;
